- Costello served as commanding general of the United States Army Space and Missile Defense Command from 1998 to 2001.
- Costello also served as as Commanding General of the US Army Air Defense Artillery Center, Ft. Bliss, TX, 1995. He served in Vietnam as an advisor to the 4th Air Defense Artillery Regiment. He retired in 2001, after completing 32 years of distinguished military service. Costello's major military awards included the Army Distinguished Service Medal, Legion of Merit and Bronze Star Medal.
- After retiring from the Army, Costello served as a Vice President of the Raytheon Company, Dallas, TX.
