- Libutti's distinguished career in the Marine Corps included commands of Marine Forces Korea, Marine Forces/Pacific, Commander Fleet Marines/Pacific, and Commander of Marine bases/Pacific. He retired in 2001. Libutti saw combat service in the Vietnam War. His military awards include the Defense Distinguished Service medal, The Navy Marine Corps Distinguished Service medal, the Defense Superior Service medal with two oak leaf clusters, the Silver Star, the Legion of Merit with one oak leaf cluster, and Purple Heart with two award stars.
- Nominated by President George W. Bush as US Undersecretary for Information Analysis and Infrastructure Protection in 2003, Libutti headed the Department of Homeland Security's intelligence operations.
- In 2002 Libuttii was appointed Deputy Police Commissioner and head of the New York City Police Department's Counter Terrorism Bureau, supervising a force of 300 personnel and liaison to state and federal agencies.
- Libutti served as CEO of Digital Fusion Corp., 2005, and President and COO of 3D Global Solutions 2010.
