Joseph Dawson Shine, 53, of Columbia died suddenly on Wednesday, September 10, 2003. Services will be held 3 p.m. Sunday at St. Martin’s-In-The-Fields Episcopal Church, 5220 Clemson Avenue. Visitation will be from 6-8 tonight at St. Martin’s-In-The-Fields. Leevy’s Funeral Home, Taylor Street Chapel, is in charge. Born December 15, 1949, in Charleston, he was a distinguished graduate of The Citadel, Class of 1971, and served as Cadet Captain, Regimental Staff. Mr. Shine received a law degree from Harvard Law School in 1974. After law school, Mr. Shine served his country as a Captain in the U.S. Air Force and was stationed in the Office of General Counsel (Honors Program) at the Pentagon. He was the first full time attorney for the City of Charleston and later was in the private practice of law in Charleston. He then returned to Washington, D.C., where he was Director of Ethics for the U.S. General Services Administration. Later, he decided to continue his education, earning an MBA from Southern Illinois University. In 1987, Mr. Shine returned home to South Carolina, serving as Chief Deputy Attorney General and later General Counsel to the Budget and Control Board. At the time of his death, he was General Counsel to Westinghouse Savannah River Company in Aiken. In addition to his work life, Mr. Shine was known for giving selflessly to others. He was a mentor to many local students and offered counseling and guidance to countless friends. His legacy includes a history of committed public service. He was a past president of the S.C. Bar Foundation, Chairman of the Board of Directors of the South Carolina Centers for Equal Justice, member of the S.C. Cultural Visions Council, member of the Board of Directors of The Citadel Foundation, member of the Board of Trustees of Trustus Theater and an active member of the Columbia Sailing Club. Mr. Shine was the recipient of the Order of the Palmetto in 1995, the Jonathan Jasper Wright Award in 2002 and many other awards and honors throughout his career. On Tuesday, September 9, 2003, Governor Mark Sanford appointed him to The Citadel Board of Visitors. Mr. Shine was an enthusiastic supporter of the arts and he loved to travel, kayak and, most of all, sail. He is survived by his wife, Margaret, and son, Eric, who will always remember him as a devoted and loving husband and father; stepson, Craig Seymour; sister, Joan S. Jones; brother-in-law, William A. Jones; mother-in-law, Vanilla Beane; sister-in-law, Linda R. Jefferson; aunt, Martha B. Cook; nieces, Sharon Jones and Carla Lewis; nephew, George Jones; cousins, Anne Cook Washington, Ben W. Randall, and a host of other relatives and friends. Mr. Shine was preceded in death by his father, Joseph N. Shine, and mother, Ida B. Shine. Memorials may be made to the Joseph D.
