William Glenn (Bill) Woodard, of Charleston, passed away peacefully on Tuesday, July 21, 2026. From Goldsboro, North Carolina, he graduated from Goldsboro High School in 1956 and then attended Louisburg College before coming to The Citadel. There, as he often stated, he “had the good fortune to meet a Charleston girl and had the good sense to marry her”. He was a proud member of T (Tango) Company at The Citadel, Class of 1962, earning a degree in Civil Engineering and enjoying every opportunity to reunite with his classmates. Having worked for several years as a general contractor in the Charleston area, he retired from Southern Division Naval Facilities Engineering Command after more than twenty years of civil service where he enjoyed mentoring his “kids in khaki”. Bill was an active member of Saint Joseph Catholic Church where he spent many years serving on their building committee as well as in many other areas. He was also a former president of the Charleston Area Citadel Club as well as former president of the Charleston Civil Engineers Society.
Bill is survived by his wife of 62 years, Marie Doscher Woodard and their daughters, Beth Woodard and her husband Dan Pyles, and Christine Woodard Balts and her husband Keith; as well as their grandchildren Rachel Balts and Adam Balts. He is also survived by his sister Virginia Bekshaw Shaw, a nephew, and three nieces. He is preceded in death by his mother Lucile Woodard Bekshaw, her husband Andrew Bekshaw, his sister Valerie Bekshaw Thornton-Goss, and a granddaughter Katherine Balts.
The family would like to thank both the rehabilitation and fifth-floor nursing staff at Kempton of Charleston for their love, support, and encouragement over this last year and a half.
A Mass of Christian Burial followed by the Rite of Committal will take place at 11AM on Monday, August 10th at St. Joseph Catholic Church. The family will receive guests in the St. Joseph Family Life Center ninety-minutes prior to the Mass.
In lieu of flowers, memorials may be made in Bill Woodard’s name to the St. Joseph Catholic Church’s Building Fund or to The Citadel‘s Bill Woodard Civil Engineering Scholarship.
