Mr. Carl Eugene Sloop Jr., of China Grove, N.C., passed away on Tuesday, Jan. 26, 2016, at Trinity Oaks Nursing Home. Born on Feb. 25, 1921, in China Grove, he was the son of the late Carl E. Sloop Sr. and Mary Mae Sloop. He graduated from China Grove High School in 1937 and the Citadel in 1941, commissioned as a 2nd Lt. in the U.S. Army. He was a lifelong member of St. Marks Lutheran Church, serving in many capacities including the church council. He was a Sunday School teacher and helped initiate a full scouting program. He was a member of the China Grove Rotary Club serving as president twice with a perfect attendance record. He was a member of the Board of Trade and the South Rowan Historic Society. He and Dan Nicholas built Dan Nicholas Park and he was honored by the County of Rowan by building a park and monument in his name. He was activated into the Army on February 1942 initially as a training officer for new recruits. He attended an AAA school and became an officer in an organized battalion. His overseas duty began in the ETO in 1942. He participated in the Defense of London for a year. He went into France on D Day on June 6, 1944. He was reverted to active reserves and attended the infantry school at Ft. Benning. He attended the Engineer School at Ft. Belvoir, and attended the Missile School at Ft. Bliss, Texas. Mr. Sloop graduated from the Command and General Staff College and instructed at that institution. He attended the Industrial College of the Armed Forces and the War College. Lt. Colonel Sloop was assigned as Commandant of the Charlotte USAR School, receiving his promotion as full colonel. He retired after a total of 32 years of service and was awarded the Meritown Service Award. He held membership in the American Legion, the VFW and the ROA. During this period, Carl Sloop was employed by the county of Rowan functioning as director of General Services. He performed vital services as chairman of the Rowan County Parks and Recreation Commission and secretary to the airport board. During his tenure of about 20 years, the present park system was developed as we now know as a renowned facility throughout the state. The airport is also a state-of-the- art small airport. He was appointed by the Governor of NC to act as Chairman of The NC Soil and Water Conservation Commission and was during his time a member of the NC Sediment Control Board. He served on the Board of Directors of the Rowan County Savings and Loan and was Vice Chairman of the Rowan Board totaling more than 30 years. He was serving on the advisory board of Community One Bank. He served his community well by guiding it as a two-term mayor. In addition to his parents, he was preceded by his wife, Joy Louise Smith; sisters Edith Sloop Deal (Glenn), Evelyn Sloop Teeter (Ralph), Oline Sloop Phillips (Jim) and Katherine Sloop Valinski (Bill). Those left to cherish his memory are his children, Carl Eugene Sloop III (Marty) and Rebecca Louise Kabis (Dick). Arrangements: Visitation is Saturday from 1 to 2 p.m. at St. Marks Lutheran Church Fellowship Hall in China Grove with a memorial service at 2 p.m. in the church sanctuary.
