On October 2, 1882, 189 cadets reported to the reopened Citadel. Colonel John P. Thomas, Class of 1851, who had headed the Arsenal Academy during the Civil War, was appointed superintendent. The 1882 Act, authorizing the reopening, continued the practice of competitive appointments for deserving young men from the state’s counties, known as “beneficiary” or scholarship cadets, while also providing for pay cadets. For the first time, however, the Act required beneficiary cadets to teach for two years after graduation in the free public schools of the county from which they received their appointment. citadel.edu/citadel-history/brief-history
